Scope and capacity decisions must account for how people will move, wait and react, not only how many tickets were sold. A seated daytime conference, standing concert, football derby and alcohol-led public celebration may share a building, yet place different demands on barriers, medical response, searches and egress.
Build the event profile first
Record the event genre, audience demographic, likely peak age group, alcohol profile, emotional intensity and movement pattern. Note whether attendees are seated, standing, travelling between zones or using a mixed arrangement. Put the findings into an event-specific risk assessment under the Management of Health and Safety at Work Regulations 1999, then assign a low, medium or high risk rating.

Use a timeline with handover points
